Figueres has launched a new cultural project with the announcement of a design competition for the construction of the new Regional Library and Regional Archive of the Alt Empordà. The initiative, announced on August 14, 2026, foresees a total investment of 14.8 million euros, financed between the Figueres City Council, the Generalitat de Catalunya and the Girona Provincial Council.

The new facility will be located in the Parc de les Aigües, in a facility estate that seeks to consolidate a center of urban interest in the northern area of the city. This strategic location aims to promote quality of life and culture in a sector that is in full development.

The project will include common spaces, multipurpose rooms, as well as the Regional and Municipal Archives and a new Library, designed to offer an accessible cultural experience to all citizens. The estimated built area will be 5,213 m², a space that will replace and expand the current facilities, which have become too small for existing demand.

Two-phase project competition

The project competition has been proposed in two phases and will have the intervention of a jury, in accordance with the Public Sector Contracts Law and the Architecture Law. The budget for the tender is €684,446.64, with a total forecast of €1,058,283.97 which includes the technical management of the work.

Participants must submit proposals that guarantee technical, architectural and environmental excellence. The winner of the competition will be responsible for drafting the basic and executive project, as well as the technical management of the works.

The initiative has the support of the Generalitat de Catalunya and the Diputació de Girona, who have collaborated in the definition of the functional programs and investment models. The deadline for closing the competition and drafting the basic and executive project is scheduled for October 2027.

This new library and archive represent a firm commitment by Figueres City Council to culture as a driver of urban transformation, responding to the needs of a regional capital that wants to look to the future while preserving its historical legacy.
