The Culture Department of the Barcelona Provincial Council launched CULTURA 311+, an ambitious strategic plan that places cultural rights at the center of municipal public policies. This initiative was born with a clear objective: to guarantee universal access to culture and promote the active participation of all citizens, with special attention to equity and the fight against any form of discrimination.
The plan covers the 311 municipalities of the demarcation and is configured as a tool for transformation that understands culture not only as a fundamental right, but also as a key factor in well-being and social cohesion. Through strategic planning that combines existing programs and new initiatives, CULTURA 311+ deploys a total of 57 actions articulated in 13 areas.
Three axes for a new cultural policy
The structure of the plan revolves around three main axes: access, participation and innovation and knowledge.
The access axis seeks to eliminate barriers and ensure that all people can enjoy cultural expressions on equal terms. This involves strengthening infrastructure, protecting heritage and expanding the scope of cultural services, while focusing on the diversity of languages and formats.

In terms of participation, the plan promotes active citizenship in cultural life. Collective creation, community projects and participatory processes are promoted, incorporating cultural mediation and artistic education initiatives that bring culture closer to everyday life.
Finally, the innovation and knowledge axis is committed to new forms of cultural governance, internationalization and the use of open data. This area promotes innovative methodologies to continuously analyze and improve cultural policies, adapting them to contemporary challenges.
Projects that connect culture and community
Among the most outstanding actions of the plan are educational programs linked to contemporary art exhibitions, as well as initiatives to take public reading beyond libraries, reaching hospitals or juvenile justice educational centers.

Also outstanding are projects such as Reverberacions, focused on artistic mediation; Llegim el riu, which promotes citizen science; or the creation of a network of spaces dedicated to artistic production. In addition, there are initiatives such as Culturòpolis, aimed at international cultural innovation, or programs such as Arxius oberts and Entre líneas, which address issues such as transparency and disinformation.
Culture for well-being and cohesion
Beyond the specific actions, CULTURE 311+ represents a paradigm shift: understanding culture as an essential right and as a tool to improve the quality of life. The plan is committed to a real cultural democracy, built from the territory and with the complicity of the municipalities.
With this initiative, the Provincial Council reaffirms its commitment to an accessible, participatory and innovative culture, capable of generating community and responding to the social challenges of the present.
