At the end of November, the Department of Culture of the Generalitat de Catalunya announced a significant expansion of the protected area of the archaeological site of Empúries. This decision, published in the Official Gazette of the Generalitat de Catalunya on 25 November 2024, represents a historic step almost a century after the site was declared a Historical Artistic Monument in 1931. Subsequently, with the Spanish Historical Heritage Law of 1985, it acquired the consideration of a Cultural Interest Asset , and from the Catalan Cultural Heritage Law of 1993, it was reclassified as a Cultural Interest Asset (BCIN) in the category of Archaeological Zone.
The current modification redefines the boundaries of the BCIN, adapting them to the knowledge accumulated over decades of archaeological excavations and research. Until now, the initial delimitation included only the Greek city of Neapolis and the Roman city of Emporiae, but left out other key areas such as the original nucleus of Sant Martí d'Empúries, known as Palaia Polis, which in the 6th century BC was the first Greek colony established on the Iberian Peninsula. This revision arises from the need to adapt the protection of the site to current knowledge and the growing importance of new discoveries. The numerous archaeological interventions have highlighted the existence of new relevant heritage elements, such as habitats, productive spaces, necropolises and religious buildings, which cover a wide chronological range, from prehistory to the medieval period.

It has been considered essential to expand the protected area, ensuring that the cultural heritage of Empúries receives the necessary attention and care. The new delimitation also introduces changes in the protection conditions. From now on, any construction project or urban intervention within the established limits will require a prior report from the Department of Culture. This measure will not only allow the preservation of existing material remains, but will also facilitate the study and understanding of the area.
With this expansion, the Government wants to highlight the importance of the archaeological site of Empúries, not only for its historical value, but also for its potential to generate knowledge and strengthen the country's cultural identity. In addition, the change of name from "Ruïnes d'Empúries" to "Conjunt Arqueològic d'Empúries" highlights the diversity and richness of its heritage and represents a turning point in the management of one of the most relevant heritage spaces in the country.
